3,000 characters. A bold or italic letter counts as 2 here, since that is how most apps count those Unicode letters, so a heavily styled post fills up faster.
It can. Unicode bold and italic are maths symbols, not styled letters: screen readers may skip them or read each one out, and search may not match them to the plain word. Unicode itself says they are not meant for styling ordinary text. Use them for a few words, never a whole post.
